Arrangements for Migrant Workers Observing Ramadan

  1. The Assurance, Care and Engagement (ACE) Group under the Ministry of Manpower (MOM) in cooperation with the Islamic Religious Council of Singapore (MUIS) will allow dormitory operators to organise congregational prayers within the dormitories during the month of Ramadan from 13 April to 12 May. The congregational prayers will be for the evening prayers (Terawih) during the month of Ramadan and morning prayer on Hari Raya Puasa.

  2. Dormitory operators may apply through the ACE Group to organise these congregational prayers. These congregational prayer sessions can be conducted at suitable locations within the dormitories (e.g. multi-purpose halls or common rooms) with the necessary safe distancing measures. We will be allowing dorms to hold 2 congregational prayer sessions. Subject to the size and availability of sites in the dorms, up to 200 residents will be able to attend these prayer sessions in person per dorm.

  3. Dormitories that have expressed interest to conduct these congregational prayer sessions may nominate their residents to be approved as prayer leads (Imams) by MUIS.

  4. Dormitory residents who are unable to attend the congregational prayer sessions may continue to pray within their rooms. They may also access the online mosque programmes made available in Bengali on MUIS YouTube Channel, SalamSG TV.

  5. The MUIS Ramadan Guide 2021 has also been translated into Bengali and disseminated to the Muslim migrant workers in the dormitories as well as those living in other housing arrangements.

    6. VACCINATION REGIME DURING RAMADAN

  6. Vaccination does not invalidate the fast, and migrant workers are encouraged to take the COVID-19 vaccine when they are given the opportunity to do so. During the period of Ramadan, arrangements have been made to extend the vaccination hours to 10pm to cater for Muslim workers who have to break their fast prior to the vaccination.

  7. MOM will continue to work with dormitory operators and employers to cater to the Muslim migrant workers’ needs in observing Ramadan while ensuring adherence to the measures necessary to deal with the risks posed by Covid-19.
